Tackling Youth Employment Challenge:

measures and strategies for  European Social Dialogue Actors

 

 

The project  T.Y.E.C ,Tackling Youth Employment Challenge: measures and strategies for  European Social Dialogue Actors is co-funded by the European Commission, DG Employment, Social Affairs and Inclusion - Employment and Social Legislation, Social Dialogue, Industrial Relations.

 

The TYEC Project focuses on a number of key themes relevant to EU priorities in the field of youth employment and active labour market policy. Encouraged by several Communications of EU Institutions, drawn on the lessons of the crisis, to adopt labour market reforms to tackle the segmentation of the youth labour market and establish an integrated unemployment benefit scheme, Partners will try to identify the most effective policy for promoting youth employment in EU.

 

In particular, TYEC  aims  to exchange measures to tackle the high youth unemployment. The  main output is to realize a comparative Study at three different levels with the general objective to influence public and private stakeholders.

1)to analyse and compare national and EU policies referred to youth employment.

 

2)to identify the best strategies to support young people's integration into the labour market considering measures as self-employment and entrepreneurship.

 

 3)to understand the impact of economic crisis in the youth labour market and in different social EU local contexts. 

 

 

 

Project objectives

In response to the dramatic rise of youth unemployment in many Partners States, considering that the Commission launched the "Youth Opportunities Initiative" (YOI) in Dec.2011 with Its key objective to combine concrete action by MS and the EU implementing the priorities identified in the Europe 2020 strategy.

Partners will be involved in common actions to aim for achieving two specific dimensions.

 

Particularly

 

1) Vertical dimension

 

-Gathering a reinforced jointly-work between EU social partners,EU and national institutions

-Influencing the debate on policy areas affecting youth unemployment at all levels increasing a general awareness of the issues

-Exchanging experiences of implementing the different instruments/outcomes of EU social dialogue

-Promoting a greater use of the ESF for youth employment measures at all levels

 

2) Horizontal dimension

 

-Making a Study with a comprehensive overview, thorough analysis and a number of relevant

recommendations about youth employment issues to public and private stakeholders at local, national and EU level

-Developing of effective system frameworks, reviewed and tailored to each national circumstances and preferences, for youth job transition, job creation and the development of sustainable social protection systems

-Strengthening the capacity of EU social partners and make full use of the problem-solving potential   of social dialogue at all levels

-Reinforcing in each partner country measures to support other EU social actors and social dialogue

committees and contribute to impact assessment of the youth employment and social dimensions.

 

 

Project activities

 

The project is articulated into different phases:

 

Project Management, Steering, Monitoring & Administration

 

The main objective of this Work Package  is to organize and monitor the partnership  activities.

 

 

Research and Analysis

 

The aim of this phase is to collect case study and identify best practice and research and analysis of contents and data for a final Comparative study that will be structured in 3 pillars:


1Pillar )Young generations and labour market: a compared overview of changes in youth employment protection legislation, 2008–2012 into Partner Countries

2 Pillar) Youth social inclusion: the promotion of self employment, including effective business development support  for young people

3 Pillar) Counting the costs: the social impacts of youth unemployment in the National and local contests within partner Countries

 

Evaluation&Monitoring 

 

Through this step, we want to ensure that the activities of the Project are met and to identify opportunities for  improvement. In order to achieve this we collect the stakeholders’ feedbacks after each meetings through qualitative questionnaires and matrix that  will be useful  for a Final Evaluation Report.

 

Dissemination of  results

This important phase aims to maximize the awareness of the findings of the project and to facilitate the exploitation of the products and knowledge.

 

 

Expected results

 

According to its objectives and considering the main beneficiaries of the Project (young people

unemployed) , TYEC expected results can be summirised as follow:

 

increase of the European social dialogue capacity of cooperation, improvement of  the “visibility” of European social dialogue related to youth unemployment in the public at the European as well as national level, and boost of  the synergies and exchanges between partners and between key stakeholders at European, national and local level to face youth unemployment, increased.
